About the Stamp
The stamp brings the honoree’s picture ceded by the Brazilian Academy of Letters collection, standing at the upper thirds of the piece. The photo was treated in order to make a difference between fore and background, highlighting the main theme: the honoree itself. In the upper right corner, the facial value was placed and in the lower right corner, country and year information. This stamp also brings the 2D technology, being only the second one to receive that security printing feature. Photography, photo-retouch and graphic computer assembly techniques were utilized.
Biography of Oscar Dias Corrêa
Fourth person to have Chair No. 28, elected on April 6th, 1989 to succeed Menotti del Picchia and received on July 20th, 1989, by the Academician Afonso Arinos de Melo Franco.
Oscar Dias Corrêa was born in Itaúna, MG, on February 1st, 1921, son of Mr. Manoel Dias Corrêa and Mrs. Maria da Fonseca Corrêa, and died in Rio de Janeiro, RJ, on November 30th, 2000. He was married with Diva Gordilho Corrêa and had two children: Oscar Júnior and Ângela.
He attended the Elementary School at Grupo Escolar Augusto Gonçalves, at his hometown, and the Junior High School at Ginásio Mineiro (today Colégio Estadual) of Belo Horizonte, where he began his literary activities, winning, on 1935, an oratory contest, with a speech about “A Paz no Chaco”, published in the Minas Gerais, of 8/29/1935.
He took the pre-law and undergraduate studies at Faculdade de Direito (UMG) (today UFMG), and he then carried out intense cultural activities, culminating with a victory in the National Monograph Contest and in the National Oratory Contest, promoted in 1943 by Instituto dos Advogados Brasileiros.
Starting out in law and public life, in 1946, he was named cabinet officer for Minas Gerais State Finance Secretary, Prof. João Franzen de Lima.
In 1947, he became a congressman in the State Legislative Assembly, and was reelected for the next legislature (1951-1955). In that capacity, he participated, as rapporteur of the Subcommittee on Municipalities and Income Discrimination, of the Constitutional Commission (1947), and was a member of several other committees and deputy leader of UDN.
In 1955, he was elected federal congressman, being reelected for the following legislatures (1959-1963 and 1963-1967), actively participating in the parliamentary activities as a member of several committees (Constitution and Justice, Economy, Budget, Social Legislation, Vale do São Francisco) and as vice-leader and leader of the UDN caucus. Representing the House of Representatives, he was part of the parliamentary delegations to the InterParliamentary Conferences in Peru (1959), Lausanne (1962), Lucerne (1964), Geneva (1965), Tehran (1966) and the special delegation to Japan (1958) and the United States (1960). He was also the House’s representative on the Radio Commission of the National Congress.
In 1961, he was appointed Secretary of Education for the Government of Minas Gerais, in the Magalhães Pinto government.
On January 19th, 1989, he was appointed Minister of State for Justice, a position he held until August 8th, 1989.
As a teacher, he held the following positions: Full Professor of Economics (contest of titles and tests) of the Faculdade de Direito (UMG) (today UFMG) in 1951. Professor of Labor Law at Escola de Serviço Social of Universidade Católica de Minas Gerais (1947-1954). Professor of Notions of Law, at Escola de Serviço Social of Universidade Católica de Minas Gerais (1947). Full Professor of Economics (contest of titles and tests) of Faculdade de Ciências Econômicas, of Universidade do Brasil (today Faculdade de Economia e Administração - UFRJ), 1957. Professor of Economics at UEG´s Doctorate course (today UERJ) in 1957. Full Professor of Economics at Universidade de Brasília (1966). Full Professor (interim) of Finance Science, at Faculdade de Direito (UERJ) (1967-1968). Full Professor of Economics at Faculdade de Direito (UERJ), interim, since 1968 and effective in 1971 (contest of titles). Professor of Foreign Trade Law in the Post-Graduation Course, at Faculdade de Direito (UFRJ). Full Professor of Introduction to Economics, at Faculdades Integradas Bennet (1971). Emeritus Professor at UFRJ. Lecturer at Escola Superior de Guerra.
He has also held the following activities in higher education: Principal of Faculdade de Economia e Administração (UFRJ) (1968); dean of Centro de Ciências Jurídicas e Econômicas (1971-1980); member of the Higher Councils of Undergraduate Education and Executive Coordination and of the University Council of UFRJ. Deputy Principal (1971-1976) and Principal (1976-1080) of Faculdade de Direito (UERJ), as well as Head of Departments and member of the University Council, Principal of Faculdade de Economia, Principal of Faculdade de Direito, and Superintendent of Human Sciences, at Faculdades Integradas Bennet.
He has participated in numerous examining boards for teaching contests: at Universidade de São Paulo, Universidade do Estado da Guanabara (today Universidade do Estado do Rio de Janeiro), Universidade Federal do Rio de Janeiro, Universidade Federal de Goiás and Universidade Rural de Viçosa.
Member of the jury of the Moinho Santista Award for Economics (1962) and Law (1972). He was a lecturer at EMERJ (Escola da Magistratura do Rio de Janeiro) and ECEMAR lecturer (Escola de Comando do Estado Maior da Aeronáutica).
In 1982, he was appointed minister of the Federal Supreme Court. In this capacity, he was a member of the National Council of the Judicial Branch, from August 27th, 1984, to September 24th, 1996; elected substitute member of the Superior Electoral Court, on December 9th, 1982, effective on February 28th, 1985; he was elected Vice-President of the Superior Electoral Court, on October 1st, 1985, and later President, being inducted on March 31st, 1987, a position he held until January 16th, 1989, when he was appointed Minister of Justice. At the time, had been elected Vice-President of the Federal Supreme Court.
He was a member of the Brazilian Bar Association, Instituto dos Advogados de Minas Gerais, Instituto Brasileiro de Direito Constitucional, Associação Brasileira de Direito Constitucional, Academia Internacional de Jurisprudência e Direito Comparado, Academia Brasileira de Ciências Econômicas e Administrativas, Instituto Histórico e Geográfico de Minas Gerais, PEN Clube do Brasil, Academia Mineira de Letras, Academia Carioca de Letras, Academia de Letras do Estado do Rio de Janeiro, Academia Brasileira de Letras, Academia Mineira de Direito, Academia Brasileira de Letras Jurídicas and Academia Brasiliense de Letras, and honorary member of the Brazilian Air Force.
