SPECIAL REGULATION FOR THE EVALUATION OF YOUTH PARTICIPATION IN FIP EXHIBITIONS

 

Updated and approved at the Congress of Malaga - 2007

 

ARTICLE 1: COMPETITIVE EXHIBITIONS

​

Pursuant to article 1.4 of the FIP General Regulations for the Evaluation of Competitive Entries at FIP ​​Exhibitions (GREV), these Special Regulations have been established to complement these principles with regard to Youth Philately.

 

ARTICLE 2: COMPETITIVE PARTICIPATIONS

​

2.1 - Entries presented by young philatelists aged between 13 and 21 years are distributed by Age Classes “A”, “B” and “C” that make up the Youth Class according to their ages.

Class "A": age between 13 and 15 years old

Class "B": aged between 16 and 18 years old

Class "C": age between 19 and 21 years old

 

2.2 - Collective participations must be included in Class “B”.

 

2.3 - The age reached on January 1st of the year in which the exhibition will be held decides which class the exhibitor will participate in, as established in item 2.1. above.

 

2.4 - Each collection will have an adequate number of frames, according to the following formula:

MINIMUM MAXIMUM CLASSES

"A" 2 frames (32 pages) 4 frames (64 pages)

"B" 3 frames (48 pages) 5 frames (80 pages)

"C" 4 frames (64 pages) 5 frames (80 pages)

2.5 - Collections in the Youth Class can only participate with the name of the exhibitor notwithstanding GREX 16.

 

2.6 - Each participation is characterized by the personality of the young philatelist and, therefore, the Age Group of each one is taken into account by the Jury.

 

ARTICLE 3: PARTICIPATION COMPOSITION PRINCIPLES

 

3.1 - The principles defined in the special regulations of the different classes of competition are, in general, also valid for the participation of young philatelists.

 

3.2 - The young exhibitor must include a plan for their participation which will clearly define the purpose of the event.

 

ARTICLE 4: CRITERIA FOR EVALUATION OF PARTICIPATIONS

 

According to article 4 of GREV, the criteria to be applied are as follows:

*Treatment (philatelic/thematic)

*Philatelic Knowledge

*Philatelic Material

*Presentation

 

In accordance with Article 4.3 of GREV these criteria are modified to fit the special needs of young exhibitors.

 

ARTICLE 5: COLLECTIONS EVALUATION

 

5.1 - For the evaluation of youth participations related to Traditional Philately, Postal History, Postal Integers, Aerophilately, Astrophilately, Tax and Maximaphilia, the following points will be attributed to the criteria mentioned in the different Age Classes (see note in previous paragraph, article 4):

For the evaluation of youth participations referring to Thematic Philately and equivalent participations of Maximaphilia, the following points will be attributed, according to the criteria mentioned in the different Age Classes (see note to the penultimate paragraph, article 4):

5.2 - The attribution of points according to the various criteria in the respective Age Classes corresponds to the degree of philatelic development of the young philatelist and takes into account their progressive qualification.

 

5.3 - Medals, Diplomas and Participation Certificates are awarded according to the evaluation of the participations:

45 points: diploma

60 points: bronze medal

65 points: silver bronze medal

70 points: silver medal

75 points: big silver medal

80 points: red medal

85 points: big vermeil medal

 

The large vermeil medal is the greatest distinction that can be awarded to a young philatelist. Special Prizes and Congratulations may be given in addition to collections that have obtained at least a large silver medal as stipulated in GREX Articles 8.5 and 8.6.

 

5.4 - The collections of Youth Philately will be judged by qualified judges of the FIP in accordance with the provisions of Section V: The GREX Jury.

 

5.5 - The Jury will fill, for each exhibitor, a form with a short critical appraisal, a form prepared by the FIP Youth Philately Commission. The exhibitor is entitled to receive his evaluation form through the respective National Commissioner.

 

ARTICLE 6: SPECIALIZED EXHIBITIONS

​

  1. – At the FIP Youth Specialized Exhibitions, the FIP Coordinator will propose, after consulting the President of the FIP Youth Philatelic Commission, the list of members of the Jury to the FIP Board of Directors as explained in GREX 32.

  2. – The President of the FIP Youth Philatelic Commission must be a member of the Juries of the Specialized Youth Exhibitions. If the chairperson is unable to attend, he/she may propose a replacement.

  3. – At a FIP Youth Specialized Exhibition, the Exhibition Grand Prix is ​​to be given the best participation that clearly exceeds the minimum requirements to obtain a Grand Vermeil Medal.

  4. – The Grand Prize can only be given once for the same entry.

  5. - At a FIP Youth Specialized Exhibition, all advertising material, including the catalogue, must contain the name and address of the President of the FIP Youth Philatelic Commission.

  6. – The Organizing Committee of the Specialized Youth Exhibition will make the necessary arrangements for the holding of a FIP Meeting of the Youth Philatelic Committee, during the exhibition, and will make available rooms suitable for that meeting.

 

ARTICLE 7: FINAL PROVISIONS

 

7.1 - In the event of any discrepancy in the text arising from the translation, the English version will prevail.

 

7.2 - These Special Regulations for the Evaluation of Youth Philatelic Participation in FIP Exhibitions were approved by the 69th Congress held in Malaga on October 12th and 13th, 2006. They apply to all Exhibitions that request the sponsorship, auspices or support of the FIP during or after the 69th FIP Congress.

 

 

ADDITIONAL RULES FOR THE YOUTH PHILATELY CLASS AT FIP EXHIBITIONS

 

STANDARD 1:

These Supplemental Rules for the admission of Youth participation have been established under Articles 5.7 and 6.4 of the General Regulation of FIP Exhibitions (GREX), and will apply to the Youth Class at the FIP General and Special Exhibitions

 

STANDARD 2:

Young exhibitors, individually or in collective participation, up to the age of 21, belong to the Category, Group or Class of young philatelists.

 

STANDARD 3:

Young people's entries will be included in one of the three age groups "A", "B" or "C", according to their age:

"A" age group: 13 to 15 years "B" age group: 16 to 18 years "C" age group: 19 to 21 years

 

The collective participations will be integrated in age group "B". The age that determines the appropriate age group mentioned above is considered to be that of January 1st of the year in which the Exhibition takes place.

 

STANDARD 4:

Each participation will be assigned the appropriate number of boards, according to the following formula:

 

For exhibitions using 16-sheet frames:

For exhibitions using 12-sheet frames:

        "C"         5 frames (60 pages)        7 frames (84 pages)

 

STANDARD 5:

A fee, equivalent to the price of one adult class painting, may be requested for each Youth Class participation (regardless of the number of paintings used) in a FIP Exhibition (GREX 15.4).

 

STANDARD 6:

  1. - For the Youth Class entries, the qualification for Age Group "A" (13 to 15 years) is 70 points nationally and for Age Groups "B" (16 to 18 years) and "C" ( 19 to 21 years) is 75 points (GREX 10.4).

 

  1. - A youth participation that has obtained 85 points or more, with 5 frames in Age Class "C" will be eligible to participate in the adult class (GREX 10.4).

 

STANDARD 7:

An interest may be presented in each Age Class subject to the general limitations outlined in these Supplemental Rules.

 

STANDARD 8:

Entries can only be displayed in the Youth Class on behalf of the exhibitor, notwithstanding Article 16 of the GREX.

 

STANDARD 9:

In the Specialized FIP Youth Exhibitions, the FIP Coordinator will propose to the FIP Board, after consulting the President of the FIP Youth Philately Commission, the list of members of the Jury, in accordance with what is stipulated in Article 32 of GREX.

 

The President of the FIP Commission for Youth Philately is a natural member of the Jury for Specialized Youth Exhibitions. In case of impediment, you can propose a replacement.

 

STANDARD 10:

To reward your youth participation, the following medals are available: Vermeil Grande Medal

Vermeil Medal Large Silver Medal Silver Medal

Silver Bronze Medal Bronze Diploma Medal

Certificates of Participation may also be awarded.

 

STANDARD 11:

 

At a Specialized FIP Youth Exhibition, the Exhibition Grand Prize will be awarded to the best participation that far exceeds the minimum required for the Vermeil Grande medal.

 

The Grand Prize can only be awarded once to the same collection.

 

In addition, Special Prizes may be awarded to entries that have earned at least 75 points (GREX 8.6).

 

Jury Congratulations may be given in accordance with Article 8.5 of the GREX.

 

STANDARD 12:

At a Specialized FIP Youth Exhibition, all information material, as well as the respective catalogue, must contain the name and address of the President of the FIP Youth Philately Commission.

 

STANDARD 13:

The Organizing Committee of a Specialized FIP Youth Exhibition must provide, during the Exhibition, the conditions for holding a Conference of the FIP Youth Committee and the necessary facilities for the event.

 

STANDARD 14:

These Supplemental Rules replace the Special Regulations for Exhibitions in force until the 66th FIP Congress, held in Madrid on 14 and 15 October 2000.

 

STANDARD 15:

In the event of any discrepancy in the text arising from the translation, the English version will prevail.

 

STANDARD 16:

These Supplemental Rules for the Evaluation of Youth Participation in FIP Exhibitions were approved at the 66th FIP Congress in Madrid on 14 and 15 October 2000. They apply to all exhibitions that request FIP ​​sponsorship, auspices or support during or after of the 66th FIP Congress.

 

 

 

GUIDELINES FOR THE EVALUATION OF
YOUTH PARTICIPATIONS

THE REQUIREMENTS OF EACH AGE GROUP

What can you expect from an exhibitor in different Age Classes regarding the various criteria?

 

AGE GROUP "A" (13 to 15 years old)

In this Age Group, the exhibitor is expected to apply the following criteria:

 

TREATMENT

 

  1. PLAN / STRUCTURE

A plan subdividing the collection into main chapters and sub-chapters, not a simple inventory.

  1. EXPLANATIONS

Simple explanations related to the material (for thematic exhibits; explanations linked to the theme and for traditional exhibits; philatelic explanations).

  1. DEVELOPMENT

    • The development of the collection should be clear from the start.

    • The degree of development is in direct agreement with the plan.

  2. CORRECT CLASSIFICATION OF MATERIAL

    • Correct material classification should be a strong and important factor.

    • Material presented without complying with this condition will only lead to an increase in the volume of the collection, but not in quality.

 

KNOWLEDGE / PHILATELIC KNOWLEDGE

 

  • Differentiate the different types of stamps (postage stamps, base stamps, commemorative stamps, official stamps, fine stamps, stamps for special distributions, stamps for parcels, etc.).

  • The entry must contain some letters, postcards, postal marks, passbooks, multiples, etc.

  • Explanations on types of seal and jagged separations, as well as filigree.

  • Explanations about some important postage, such as registered letters, registered letters with acknowledgment of receipt, special deliveries, fined letters, etc.

  • Only mail circulated through the normal postal system and properly franchised must be presented.

  • Cropped integers cannot be used.

  • Obliterations related to the topic of participation must be presented with a window.

 

 

MATERIAL

1 - RELATIONSHIP BETWEEN SEALS AND AVAILABLE DOCUMENTS

  • The relationship between stamps and documents must be considered.

  • The entry must not contain only stamps or only documents, with the exception of the Postal History and Postal Integer collections which, by definition, contain only postal documents.

 

2 - STATUS OF SEALS AND DOCUMENTS

The material must be in good condition and clean (no tears, thinning, faded, etc.)

 

3 - CLEANING OF OBLITERATIONS

  • Obliterations must be clean and legible (do not show an undefined part in a corner of the stamp or black circle segments; the obliteration must be recognized as a postal mark).

  • Clichéd obliterations (printed obliterations) are undesirable.

  • Dated stamps are preferable to mechanical obliterations with lines or slogans.

  • When the subject of the seal is important, the obliteration must not cover that part of the seal; it must, however, be legible and recognized as a postmark.

 

4 - PRESENCE OF SEALS AND IMPORTANT DOCUMENTS

To define important material, we can use the following comparisons:

 

Less important material More important material

  • isolated stamp * stamp on letter

  • obliteration of favor * letter officially circulated

  • letter with higher postage * letter with correct postage

  • letter with common postage * letter with special postage

  • common stuff * rare stuff

  • letter with mixed postage * letter with one or more stamps of similar types

  • letter without agreement between the seal and * letter where the seal and the obliteration are the obliteration perfectly concordant

 

The exhibitor must present stamps on letter, especially in letters that had a normal postal circulation.

 

PRESENTATION

  • Create an introduction sheet

  • Pleasant presentation of the collection

  • Correct placement of material on all sheets

  • Uniform framing of stamps and documents

  • Clean, readable writing, no spelling mistakes. The technique and typeface is left to the sensibility of the exhibitor

  • Balance print on all sheets

 

 

AGE GROUP "B" (16 to 18 years old)

An exhibitor from this Age Group must submit to the following additional conditions:

 

TREATMENT

 

  1. PLAN / STRUCTURE

A good plan development with detailed subdivisions.

  1. EXPLANATIONS

Explanations should present both philatelic and specialist points of view.

  1. DEVELOPMENT

The degree of development is much more advanced in both the structure and treatment of participation. Knowledge is perfectly visible, participation has matured.

 

KNOWLEDGE / PHILATELIC KNOWLEDGE

 

  1. PHILATELIC KNOWLEDGE

    • Recording plate defects, printing types, printing errors, etc. are shown and explained.

    • Absence of letters with obliterations of favor (CTO)

    • Absence of printed obliterations of favor (PTO)

    • Submit concordant obliterations in the documents

  2. USE OF LITERATURE AND RESEARCH

Knowledge of philatelic literature should be perfectly evident. A philatelist from this age group has at their disposal specialized catalogues, encyclopedias, manuals and magazines.

MATERIAL

 

  1. RELATIONSHIP BETWEEN SEALS AND AVAILABLE DOCUMENTS

The distribution of stamps and documents at the participation is well balanced.

  1. STATUS OF SEALS AND DOCUMENTS

Cards must be clean and unwrinkled. A better selection of material is expected compared to the previous Age Group.

  1. PRESENCE OF IMPORTANT STAMPS AND DOCUMENTS

    • The exhibitor features an increase in documents with a variety of postal uses.

    • The documents have the correct deductible and excess deductibles perfectly explained.

 

PRESENTATION

The presentation must complement the treatment of the participation with a well-kept general disposition.

 

AGE GROUP "B" (19 to 21 years old)

In addition to the above criteria, in this Age Group, the following is expected from the exhibitor:

 

TREATMENT

 

  1. PLAN / STRUCTURE

The plan is built, for the most part, in the molds required for the participation of the adult class.

  1. EXPLANATIONS

Detailed and accurate explanations; the use of literature and research should be evident.

  1. DEVELOPMENT

The level of development of the collection tries to match and is close to an adult class participation.

 

KNOWLEDGE / PHILATELIC KNOWLEDGE

 

  1. PHILATELIC KNOWLEDGE

    • The participation must include all the details of the chosen theme and present the corresponding explanations.

    • All documents are described in a precise and appropriate manner according to the type of collection, thematically, philately, scientifically, historically, etc.

 

  1. USE OF LITERATURE AND RESEARCH

Use of specialized philatelic literature existing in books, magazines, libraries, specialized manuals and articles.

 

MATERIAL

 

1 - RELATIONSHIP BETWEEN SEALS AND AVAILABLE DOCUMENTS

The selection of material is made according to the assembly principles of the participation in the different classes of competition.

2 - STATUS OF SEALS AND DOCUMENTS

  • The illustration of a cut stamp should not be manipulated by procedures used in the engraving process.

  • The entry does not contain tampered or falsified stamps, documents or obliterations.

  • The exhibitor must be aware of the existence of these materials and have the opportunity to prove the authenticity of these materials, either in person or through authorized experts.

 

3 - PRESENCE OF SEALS AND IMPORTANT DOCUMENTS

  • The exhibitor must ensure that the entry does not contain favor obliterations and Day 1 envelopes (FDCs).

  • Important and rare materials should be highlighted and common materials in the background.

 

PRESENTATION

 

  • The material should be presented on soft colored paper to avoid collection inattention.

  • Presentation techniques must be consistent and aid understanding of the collection.

  • The presentation of important material should not overshadow the collection as a whole.
